You’re parked near an intersection typing a report when a vehicle flashes by trying to make the light. Did the driver run the red light? Should you pull the vehicle over?

You stop a vehicle whose license plate indicates an outstanding warrant. With your in-car camera recording, you ask the driver to step out of the car, but as he does so, he bolts.
